I can't add my Social Security Number to paypal?

I need to lift the limit on my paypal account so I can add more money to my bank account but everytime I enter my Social Security Number it says "We are unable to verify your social security number. Please check that you entered the number correctly and resubmit."

Yes I am a US citizen
