Beginner Birds? What's the Right Bird Choice?

Okay so my 12 year old daughter wants a bird. Well more precise and large blue and gold macaw. Unfortunately we have neither the space, funds, time, and I just don't think a large macaw is suitable for a 12 year who has never had a pet before. My husband hates dogs and I'm allergic to cats, so those two were put out of the question, so she settled on a bird.

When I was younger I had a cockatiel, and my aunt had an amazon. So I've been around a few birds, and I know I'll probably end up taking care of the bird mostly, but what is a good bird for a beginner and a kid? I don't want something tiny like a finch or something, she wants to be able to take it out and have it hang out on her and play with her, and the rest of the family wants the same thing, so what bird is ideal?

Also nothing expensive, Around $300 is the limit, so not a bird that costs a grand.
