I'm in the US and I think the road system is about the same. Usually highways can be cycled but freeways - limited access roads with on/off ramps are almost always off limits to cyclists. This isn't due to higher speeds but the danger of crossing the ramps.
Depends on the highway, particularly if it has a minimum speed requirement. Signs are usually posted that say no bikes or any vehicle that can't do the minimum speed.
