I ran a At&t high speed internet throughout speed test and it was Download=1.691 mbps and my upload =439.41 kbps
My Mps 2.5MB=11 sec. So I know that I've got good connection. I've cleared everything, but I can't figure out why my browser is sooooo slow and so is my downloads. What happened? I get an error message if I use AT&T Self support and the AT&T tech said that he never uses that, so he didn't know what it meant

at&t dsl sucks. id reccommend you go with comcast broadband. i always at the very least get 2 mbs download and 1.5 mbs download and thats on very bad days. theres nothing you can do about your at&t service so i reccommend just paying a little extra and getting comcast.

You connection sounds fine, so I'd guess it's either your browser, or another program eating up CPU bandwidth.

If you have Internet Explorer, try going to Tools -> Manage Add Ons... and disabling any browser helper objects that you don't recognize. Possibly, some of those are malware or spyware slowing you down. If there is no Manage Add Ons... menu selection, your browser is old, and may be subject to attack. Go to Windows Update and download all the security updates in that case.

I'm assuming you have a virus / spyware scanner already. If so, you could try briefly turning that off (but only on a very safe page, such as microsoft.com), and seeing if that makes a difference.

Also, you could right-click on the task bar, open task manager, go to the performance tab, and see what percentage of CPU usage is being used. If it's high, go to the Processes tab and see if some software you don't recognize is using up all the CPU time.

Another possible experiment is to download and try Firefox. If that works well, then the trouble must be some setting on your Internet Explorer.

Depends- when is it exactly slow? is it while surfing the internet, or when running progrmas? either way, you can make it go faster. If your internet is slow, you should scan your computer for viruses and spyware using suitable programs(for example- avast anti virus or spybot). If you still experience the same problem I would advise you to delete the computer after backing it up, and then installing a new copy of Windows. if your problem is with programs running slowly- I can advise you to download this software, which can extremely help- CCleaner..Good Registry Cleaner will improve your computer and Internet performance dramatically! Do all these and Perform speed here scanmyspeed.com once it will sounds better ...
