I need to go as someone from the 90s but i'm not blonde so i cant do Madonna or Gwen or Britney. I'm not afraid to go as a guy celebrity so don't be afraid to share. but i do kinda want someone who had something very distinctive about them.

I think that you could still do Britney; she was more brunette in the nineties. Julia Roberts was the first person that came to mind, but it would be more fun to dress up like a 90's supermodel or something. You could dress up like Kelly from Saved by the Bell.
