Wait a month or two if you can. In Feb you are supposed to be able to move cell phone numbers between cell phone companies in Canada (ie a Bell number to Telus). When this happened in the US plans went down, and competitors actually swallowed the cancellation penalties in the form of credits to get you to switch. If you can wait, and want to change, you should see what happens.
