Can a car audio amp blow by the speaker wire touching the other speaker ?

The reason i ask is because i took my subs out for about a month and when i went to put them back in, the ends of my speaker wire were melted. So i spliced them and re connected my subs, made sure all fuses were good and that i was gettin power to my amp. Well after all this i still have no power to the subs. Could it be the speaker wire or is it the amp? Thank you
 
A shorted speaker wire can certainly damage an amplifier. Most amps have built-in protective circuits, but they're not foolproof.
