Why downloading off the internet is slow?

I recently upgraded on the internet service i have. I now have Road Runner High speed broadband. but now when i download stuff off the internet, it takes hours. Same service but upgraded shouldn't it not take as long? Any help would be appreciated.
 
sometimes some website also provide u with slow downloading even though u use a broadband, sometimes u may have connection failure while downloading meaning the downloading pauses for 30 secs then it resumes for this u have to contact your helpline, but if downloading doesnt pause than its the website problem
