Well, i have never got above 50% of my paid internet speed, it normally dwindles around 25% of what i paid for. the ISPs use the "up to" to get out of this situation. BUT!
if i were to ask an ISP, could you upgrade me to a faster service (e.g. 10Mbps instead of 5Mbps) would they do this, and take my money. would my internet speed actually increase, and if so, how? what do they actually do to increase the speed, and if they can do it for a 10Mbps customer cant they do it for a 5Mbps customer.
