the subscriber you have called is not able to receive calls at this time?



m making a phone call and i keep getting this message what does it mean .. the person im calling is from tmobile

They're phone is turned off or they're denying the call.

it means they didn't pay there bill and there phone is temporarily deactivated, or it means there phone is off and there voice mail box is full/not set up.
