Road bike question?????

Is it possible for a 14 speed to go faster than a 21 speed? Whats a good brand? Im looking at some GMC bikes. Im looking for a range price of $150 to $250 the cheaper the better. I was looking on amazon but does anyone know a better place? I need it to go real fast, I know I sound like a total noob but this is my first road bike.
 
Regarding the gears, its all about the gear ratio not about the number of gears. I've seen the GMC road bikes, they are not worth it. There are no good road bikes sold in department stores in my opinion. For your price range the best bet is look for used ones, on craigslist or ebay. You can definitely start at bike shops and see what a proper road bike looks like, and test ride to see how it fits. Then start looking around for used ones in your budget. For new proper entry road bikes, the price range starts around 600-700.
