Do you have a software for the phone installed on the PC such as the Motorola Phone Tools?? if so then remove it and just connect the phone via USB and it should start charging, also make sure to choose the Mass Storage option on the phone.

You do not need any software or remove any either. What you do need is the phone's drivers so that your computer can "see" your phone. As soon as you download the drivers into your computer, your phone will start to charge.
