Where can I get skins for inside the cell phone?

OK, well if anyone has ever played around with the settings on their phone, they should know that you can choose different skins to change the look of the menu and other things. Is there a place where I can buy these skins?

**NOTE** I don't mean skins as in covers for you phone.
