Bluetooth mouse help? It isn't connecting! !0 pts to the first person to help

me fix it!? I just got a wireless mouse and I followed all the directions but it will not connect. I don't think I have turned bluetooth on on my laptop. How do I do this?? Plain and simple instructions please, im not very good with computers.
