...U.S., calling card or cell? I checked on AT&T calling card. Its $4.00 connection fee, $4.00 1st minute and $2.00 minute thereafter. The country I'm going to is the Philippines.

There is a way to call people through your internet. It is called skype. It is 2cents a minute so thats going to be the cheapest.
