How to transfer bitcoin without fee?

I see often that some websites are able to transfer BTC without the fee for processing it.
How is this done?

And when I look at some of there addresses in the block, I see them moving a large number of BTC and after some moves dropping a little bit on another wallet.
What is the moving around usefull for? Against hacking?
