At what point in martial arts are you considered a human weapon?

Apparently im taking full taekwando and its not just kicks and basic martial arts kicks and punches but akido and kung fu integerated like joint locks and stances used are from other arts.
I do not know but my causin told me
 
you're never really "considered" a human weapon. and that probably shouldn't be your main objective in training anyway, just my opinion. and the whole thing about having to register your hands as lethal weapons is a complete myth. you CAN....but you'd be pretty dumb to lol
