Can a Virgin Mobile LG Optimus V access wi-fi when it's out of virgin mobile range?

I'm thinking of buying an LG Optimus V to use with my Virgin Mobile USA plan. I'm wondering, can I use it to get online via wi-fi when I'm out of the US and this not able to use the Virgin Mobile USA network for calls? Or does the phone simply lock up when it's out of range of the network, even in terms of wi-fi reception?

The phone doesn't rely on cell network to work.
I used it soley on wifi for a few weeks before even activating the phone with Virgin Mobile.
If you don't have cell OR wifi, it's simply an MP3 player/offline apps device.

    hope this helps.
