Why do i have to press restart after turning on my computer for it to boot?

EVERYTIME i turn on my computer it wont boot, it will just be like the monitor is on standby with blinking LED and my computer's busy light will be flat on, not blinking just on, and it will do this forever, but when i press restart and wait...then restart and wait again the monitor will turn on and the computer will begin to boot with a countdown message saying "computer has failed to boot several times before press del to enter setup to change settings" or wait for the countdown for the pc to load windows, HOW DO I FIX THIS?? its so annoying and i know its not good for my computer repeatedly restarting like that everytime i turn on or restart my computer, can someone tell me step by step how to fix this? im running Windows 7 on a Asrock motherboard dual core 2gb ram 360gb sata hd
