I plan on getting an iPhone from a seller and he is telling me that the phone is currently unlocked but he's telling me its a 4.1 firmware, is it unlockable?

I got mine Iphone unlocked here mobileunlocksolutions.com they were highly recommended in the blackberry forums.
they are accredited with the bbb and have a 4.9/5 rating with google checkout.
got my code in about 5 minutes.
