Ticket: 24 hour parking?

This morning I found a ticket on my car saying that I did not move the vehicle in the last 24 hours. My issue is, I was in my friends house for most of the day yesterday, so why did I get a ticket? I parked on my usual spot (front of the house) and that has never been an issue before. Also, there is no "24 hour" restriction on my block, so is this ticket illegal?

Oh, and the cop keeps marking my tires up, isn't that vandalism?
