My laptops bluetooth is on, but my phone cant see it!?

I've turned my laptops bluetooth on, and my phones, but when I search for bluetooth on my phone it says my laptops name, but when I tap it, but says connection failed...

I cant send anything from my laptop to my phone, and I dont know why. Its recently been repaired, and they had to swipe everything from it, but they kept it all in a file...and everything is still there, in that file. How do I connect my phone to my laptop, or how do I send things from my laptop to my phone??

    Thanks
    Rainbow
