Can you use skype on your cell phone without a plan from a cell provider?

I am wondering if you can use skype with just the skype subscription or skype credit without the cell phones monthly plan or contract because what's the point of skype on mobile if you still have to have the cell phone contract. i am talking about using it anywhere just like a cell phone without wifi
