Can you get the Xbox Xvid/Avi update without xbox live? eg, online through pc?

I am trying to find the AVI/Xvid update for the xbox, I was told it's available through xbox live and online through a pc, I have yet to find it through my pc and I don't have live for complicated reasons, if anyone could help I would be greatful.
