No rogers don't charge... they're not that evil... yet ;P
As long as you aren't texting to numbers that are full 10 or 11 digits...
Like texting to msn or facebook those are 5-6 digit numbers. Those are treated as regular text when sending. Recieving is always free with rogers, unless it's those text "SHlT" to 84040... Those charges you 2 dollars
