"Waving" of my tires?

I have the Mud Kings, about 5 months old. I think I might need new shocks in the front or something because the tread is wearing very fast in a wave-like pattern.... very worn spots of the tire every six inches or so. I have rough country shocks on it (I know, I know) should I get new shocks? What else could cause this?

Shocks, out of alignment, out of balance, wrong tire pressure, poorly made tires.
