I see some possible key scratches but the bulk of it do not look like someone keyed it, looks more like someone scratched the crap out of it possibly removing snow with a scraper or something. You may want to sand it down smooth, primer it and then repaint it yourself. If you put a claim in to a insurance company they may total the car, if you want to do a quick fix then scuff it down and respray it.
