If it has been restored it should need nothing. If it needs nothing at all then it is a fair price. If it needs the things you listed, no it is definately not worth that much.

Part it out like someone else said. Also, the radiator is copper and worth $40 or so at a metal recycler.

Most mini bikes are 50 cc so yes it should work. Don't expect it to go real fast.
