Why can't I upgrade my blackberry to OS 5?

I used the blackberry desktop software to upgrade my blackberry curve 8520 to OS 5. But it says This "BlackBerry® Device Software upgrade includes new features and significant enhancements to the BlackBerry® solution and, as such, is only available to users with an active BlackBerry subscription. To learn more about BlackBerry® service, please visit www.blackberry.com/service." I went on the website but its no help at all

You can't upgrade your OS unless you have data included in your wireless plan.
