Mitsubishi triton 2002 v6 timing belt is lose around the water pump?

This pain began over two mths ago when my triton started overheating under load and up long hills not boiling just damn hot. Since this saga began I have replaced with all new parts the radiator, most hoses, fan clutch, termostat and good quality coolant to no avail. When I changed the water pump I noticed the timing belt was slack around the waterpump I could spin it free hand. So I have replaced the timing tensioner but it still runs hot up hils under load and when a/c is on so I'll be pulling apart again (3rd time) to check if it's still slack around the waterpump on the weekend . I would love some advice or opinions on how to make it tight around the pump pulley as my Brain has had enough thx adam
