How does BlackBerry Protect work?

alright so my specific question is really based on the Find My iPhone app on iOS. Its easy to find a lost phone but harder to find a stolen phone. On the iPhone, when you get your hands on someones iPhone you just pop out the sim card and they wont be able to track it. This is because there is no data so the phone cannot connect to its GPS services to work.

What I would like to know is if the BlackBerry Protect (specifically the Q10) works the same way. The back cover pops out and the sim card is vulnerable so if someone steals it, its theirs to keep. Does BlackBerry Protect track down my phone without the sim card?

Thank you.
