About cruise excursions?

Just got back from a cruise to the Bahamas and I went on a few excursions at the islands we stopped at. One was a snorkeling boat excursion by a company called Castaway Girl. Does anyone know if the people who work these types of excursions typically live in the destination the excursion is located in? The one I went on was in St. Thomas which is part of the U.S. Virgin Islands. Would the crew on that excursion also live in St. Thomas? Anyone know how jobs like these hire people?
 
Stop and think about it for a minute.
If the people who work on these excursions do not live in the destination, where would they live? They are not employees of the cruise line, did not come there on the ship with you....
Cruise ships stop in St Thomas every day.... so they would be needed every day...
And for what they were paid to take you snorkeling for the day, could they afford to fly in from somewhere else every day and take tourists out?
