HI
I have a 89 honda civic that keeps blowing the fuse to the tail lights/dash light. I checked out the tail light sockets. The right bulb and right socket were rusted. I replaced the bulbs to both sides. I also tried cleaning it up a lil bit. This didnt work. I measured the voltage at the socket and its 3.5 volts. I know the fuse is blown. How can there be any voltage with the fuse blown? How can I find out if the ground to this socket is working??
