I am 17 and live in Utah, I have a 1965 ford f100 with bench seat. But my problem is I take two other friends to school but there are only two seatbelt and no middle one, will I get a ticket?

It's runs rough when driving for a longer period of time as well as when going uphills. It never stalls or runs jerky. It feels like it has no or little power during these times. The RPM's stay the same though.. I've tried giving it more gas during the jerky times and the RPM's actually go up...
