Yeah that would work... just invest in a good quality (brandwise) power supply. It doesn't need to be high wattage, but something from Antec, Seasonic, Silverstone or Enermax is going to provide more stable voltages and last longer than some bargain psu from Diablotek, Logisys or Coolmax.

Yes it should work. External DVD drives usually come with DVD playback software. And you can always download VLC media player, already suggested by Techno.
However, the graphics adapters on netbooks are often very low-end models. It's possible that yours might not be able to handle DVD...

It sounds like you've got too many USB devices drawing power from the system bus. This can easily happen if you're using a cheap unpowered USB hub for extra ports.
A cheap, easy solution- buy a powered USB hub (one with it's own AC adapter) and plug some devices into that, instead. That way...

There should be a drivers CD which came along with the computer- just like the system restore CD. Install the driver software for the wireless card from that.
It depends upon the laws in your area- here in the USA, use of an unsecured WiFi network without the owner's permission is actually a FELONY (not a misdemeanor) so that reduces the temptation quite a bit. Browsing for available networks is ok, just don't use 'em.
