If you really want a vast improvement in power delivery, you are fortunate to have a turbocharged engine. Get to a reputable forced induction tuner and have them adjust your fuel computer. With a carefully modified electronic engine control unit, you can make much more boost and go faster. This...
So would I. But I got a Miata instead.
Consider importing one from japan. Thet can be had for so cheap that you could buy it, ship it over here, and license it all for less than buying one already here.

That is a good place to start.
Lets say these cars are in good condition with around 100,000 miles +/- 20,000:

It is reliable. Mainly because the supercharger barely pumps any air. That truck only makes 210 horsepower. With such a low amount of boost, the parts are not strained too badly. It will make a good amount of torque though, and that is why people buy them. Go for it. They are decent trucks.
Cobalt SS is a solid choice. I don't like the Jeep SRT8. I do not think it's worth the going price. If you decide you don't want the Colbalt, or you would rather have a utility vehicle. get a used Ram SRT10. That way you get a 6 speed manual too, along with 80 more horsepower.

Dinan performance is the only place to get proper tuned parts for BMW. Google it and ogle at the awesome selection of quality merchandise. It may be expensive, but trust me. If you want results, this is the company for you.

The radio is likely just shot.
I do know of a rental agency in Pennsylvania rents cars to 21 year olds. I'm not sure if it is a state regulated age, or private agency regulated. Keep looking around, they do exist.
R8 for many reasons. Read any automotive journalism review of it. It's brilliant. Besides, I am a huge Audi - and 4.2 FSI V8 fan. Best powertrain ever. And the looks? Yes please.
M6 is good though.
Not as of right now drtried, but maybe next year (2010)
