There may be a vacuum servo that is failing or if it's mechanical, it may be a cable that has
failed, even a duct hose that popped off when or if someone replaced something.
If you don't get a better answer here, try to find a chevy s 10 forum or club that may give you...
Remove the spark plug and try pulling it again. If you've got the same problem, chances are you
may have not put the recoil starter pull in correctly, hopefully it's not something internal.
If you've never changed any of these, I would do everything in one shot. It hurts financially but
it's really worth the " peace of mind " . Especially that timing belt....

I would have the entire charging system checked out by a reputable mechanic. You could
have a battery with a bad cell, an intermittent problem with the alternator ( wiring ), bad
or poor ground wire, etc..etc...

It would help to know what it is that you are attempting to diagnose,repair, or just to learn
about. Each vehicle is different. Year / Model / Make / Transmision type / Motor etc....
So what is it that you are seeking info about ?
Insufficient coolant temperature for closed loop fuel control....
Check your coolant level and check for coolant leaks..

What troubles me the most about this question is why on earth
the mechanic did not notice this prior to installing a catalytic
converter ? This is very questionable here...

It could be a sticky switch. or road salt has affected the cables
a bit and it's not returning fully.
Take it to a local reputable repair shop and see if they can
spray some wd-40 into the parking brake mechanism and
