It sounds more of a network issue, than a phone issue itself. My recommendation would be to power off the phone, remove the battery, and place it back in. Power up the phone and send a test text message to someone outside of the network.
If the issue still persists, I would recommend that you update the roaming capabilities on the phone by dialing *228 and choosing option 2. Allow the phone to reprogram, which should take about a minute and a half. After it's complete, the phone should reset. If it does not, reset it manually by pulling out the battery again.
If this still doesn't work, then I would refer you to your local Verizon Wireless corporate location.
