Anyone else with Verizon FIOS have this problem?

I had Verizon phone service for years - never had a problem. I had FIOS installed last week, and when I make a call, I often hear "All circuits are busy now. Please try your call again later". It happens with different area codes and different phone #'s. Is this a FIOS issue?
