Yes, you can use any unlocked phone on the Roger's network HOWEVER it's then considered a grey-market device which can cause billing problems. There's always the chance that the roger's network won't recognize the device, and this can result in massive overages on your invoice. Roger's doesn't credit back charges incurred from a grey-market phone, so you'd be stuck with the charges.
I think that all Canadian providers are on the low side of 'good'. I just depends on what you are willing to put up with. Bell's customer service is terrible while TELUS' is pretty good, Rogers has ongoing billing problems but they have better phone selection. It's all a matter of personal preference.
