2. If you buy a phone on contract,your provider SUBSIDIZED you for the phone price,thats why the phone's price is cheaper than that is free of contract.How can you bring your own phone to Bell and ask for Subsidy ?

Short answer, NO. None of the Canadian CDMA providers will activate a phone that came from a different carrier.
