Is there a cingular texting plan so you can text other networks?

I realize that they offer an unlimited texting plan to any network for 19.99.....the two other packages are for 200 or 1,000 messages a month.....if i text out of my network do i have to pay extra or does it just subtracted from the 200 msg or 1000 msg
