Questions about att upgrade eligibility?

I need some help with this, because I haven't seemed to find any help on either ATT's site or apple's site.... I want to get a new iphone 3g, but I've heard that I have to have my current phone 2 years to be eligible for the special $199 pricing (this was from one source). I heard from another source that as long as you sign on a new two year contract you can upgrade. Please give me any extra info. Thanks!
