does the ATT QuickFire require a data plan?

Unless you're going to use it for the internet too, then no. It's not a smartphone, so you don't really need that. I would get the 1500 messages for like 15 bucks, if you don't have those already. Or you could go with unlimited, but I don't think people use all of their messages to get unlimited.
