i don't quite understand your question. cingular is the same as AT&T. and it doesn't matter what state you're calling. it all depends on who you're calling and what phone company they have. AT&T offers free calls to other AT&T people. but, if the person you are calling has verizon or sprint, you are using your minutes (if not calling on weekends or nights).
