    att is trying to charge my elderly parents for something they did not get to use

    what can be done about this? charge for something that does not exist

    Is the "attorney" a bill collector. Send the "attorney" a "debt validation" letter. Make him validate the debt with signed contracts, payment history, an explanation what the debt is for, etc. Send the letter by certified mail and keep copies for your records.

    Bill collectors who collect debts using the license of a "rent-a-lawyer" have is govern by the Fair Debt Collection Practices Act (FDCPA). They sometimes skirt the law in order to scare uninformed people into paying debts they might not owe or no longer have any legal obligation to pay.
