I have AT&T PRO DSL, it claims it downloads at 1.5-3.0 Mbps yet i can only achieve the highest of 200kbps. What should i do, and is there a solution to this problem?

The advertised speed really can't be achieved by most (possibly every) user. A lot depends on our distance from their central office, as well as the types of files you're downloading. Go to http://www.dslreports.com/, they have a really good speed test, as well as some "tweaks" that I have not tried, so be careful there. I have DSL Pro also.
