I want to be a fashion designer!?

I love fashion and fabrics and i am definetly looking forward to be a fashion designer but i am not sure what type of degree do i need to have and how can i get to work in such a industry. I live in a small that dosent offer any courses for fashion so i was wondering what is the best place to study something like this and what areas do i have to concentrate on. I see so many private schools of fashion that are just too expensive and i just want a regular one. I was considering Cal State LA but all they have is a certificate in fashion design and fashion and textile with a BA. I wonder if there is any difference between fashion design and fashion and textile. If someonce has more knowledge about fashion pls help. Thank You
