    Can I transfer an expired Pennsylvania driver's permit to Maryland?

    My learner's permit expired at the beginning of May. I got it in Pennsylvania, got my hours there, and took (and failed) a license test there. So what I need to know is: do I have to start from scratch here in Maryland, or can I transfer my expired permit to a renewed Maryland permit?

    What if I went back to PA to renew it? Could I then transfer the permit, or would I have to get my license in PA, then transfer THAT?

    you should go to the MVA.

    but, i would think you have to start from scratch but i`m not sure.
