What has happened with the Washington Capitals $10 tickets?

Everytime I try and purchase the $10 tickets they are not available. Then when I get to the game the seats where the $10 tickets are usualy sold, are are empty. Why is this? The Capitals can not get fans to the games as it is, now there are even less fans without the $10 tickets. Why are the tickets not available?
